C.A..R.E is a comprehensive program to ensure the public is kept abreast of the WST goals, objectives and initiatives. It also clearly outlines the responsibilities of everyone in the community in regards to creating a positive and successful transformation. Comprehensive training programs provide residents the tools necessary to meet those responsibilities.
